You have to use the scroll “Thermonuclear Knock” to get the gates open. Of course, the guards will be transformed into powerful radioactive skeletons, which are kinda tough to beat. . . . .

Either that, you have to get at least two bits of evidence that the cult is in Luskan, then Aarin Gend will get you in.
