Gedlee's electric loop-no range?

The spell should have range, yet every time I cast it the center is always on my character. Not terribly useful. The actual spell does have range so I'm wondering if this is a bug.

I believe it's Close in the game manual. I can't say what it really is in the actual D&D books. I do know that a 3rd level wizard casting that spell would have a 30ft range.

It's not in the players handbook. It's in Magic of Faerun if I remember correctly.

the loop spell works like sunfire - it goes off centered on the caster and will shock anything within melee range of the caster.
given it's stun effect it's actually pretty good...
