i am at rank level 8 in house hlaalu. Iv cured the blighted queen. and construction parts 1 and 2 are finished but i still cant get the final phase done. When i talk to that driler guy he says the next phase of construction is complete. come see me when your want a stronghold fit for a counsiler of hlaalu.

I think you need to be House Father for the final stage. I was grandmaster when I got it anyways..
