Enchanting items

I can not seem to enchant any items to be constant effect, this blows. Can any one tell me if there is a way to create a constant effect item? I am looking at rings, amulets, armor, anything but weapons really.
Well, please, if you know how, pass it on to me.

In order to be able to create a constant-effect item, you first must have a Grand Soul Gem loaded with an Ascended Sleeper or Golden Saint. Azura's Star loaded with the formentioned souls or Vivec or Amalexia (if you have Mournhold) will also work.
Next, because creating constant-effect items has a high rate of failure, your best bet may be to pay an enchanter to make the item for you. While this is expensive, you can recover the money by selling a bunch of those high-value items you find throughout the game to the enchanter after he/she makes your item.

Even with your enchant skills at 100, you are going to be less than 50% successful at enchanting low end items, and almost never successful at constant effect items...Infact, the only time I even try to enchant anything myself, is when I am cleaning out Azura's Star to make room for another Golden Saint

if u chugg tons of fortify intellegence potions u can do it urself
