Lyre of Progression..

I was curious how exactly you use this item..supposedly it gives your bard more spells, but my bard can't wear it anywhere or put it in the quickslots, and just having it in the inventory isn't making the bard get more spells..I doesn't not even understanding what it is going on.

You "wear" it like a shield. So your bard must not have any 2-handed weapons equipped either.

Many players give bards 2-handed weapon proficiencies only and fall foul of this. I always end up taking longsword or hammer for this very reason.

You should then be able to memorise the additional spells when holding the lyre.

Oh, okay..well thanks a bunch then! I was using Crossbow, Halberd, and Spears for my bardy..the item should state that you can't use a 2 hander.
