Shapechanging

One of the HLA of druids is the ability to shapechange into fire- and/or earthelementals. Do the shapeshifter (who can only turn into a werewolf) and the totemic druid (who can't shapechangeat all) get this ability or is it only reserved for the avenger and the vanilla druid?
