What to do with Vivic's soul? (spoilers)

So I killed Dagoth Ur, killed all the Telvanni councilors for Trebonius and now I've killed Vivic and trapped his soul in Azura's Star. I need some advice on using it to enchant a weapon. I'll be heading into Mournhold soon and want something that will serve me well in the sewers. In the past I've used my daedric bow and hammers (Skull Crusher or Sunder) to bash those hard headed trolls. I'm 100 in most weapons (except for axes and spears which I never use). Not to keen on using a staff either. My melee weapons consist of Goldbrand (nice even after the charges have run out), the two hammers I mentioned, a paralyzing daedric wakizashi and the Black Hands Dagger. I probably have all the legendary weapons in the game that are available up to this point and I've got oodles of daedric weapons that I could enchant (dai-katana, katana, hammers, maces, one and two handed axes, staffs, a spare daedric bow, etc.). Vivic's soul gives me 1000 charges (as compared to 400 with a golden saint gem). So what would be a good weapon for the Mournhold segment and what should I enchant it with? It should probably be something that casts on strike but I'm open to any suggestions.

Definitely cast on strike.... that's the benefit of a 1000 point charge
As to what, it's a question of taste. I prefer paralyze, but calm humanoid/calm monster are classic cheeses.
As to what -type- of weapon to enchant, once you go to mournhold taunt one of the high ordinators into attacking you. The ebony scimitars they carry are very nice weapons.

The toughest creatures you will meet will be the Liches. Using ranged weapons against them is VERY preferable. I acquired 2 wonderfull such weapons while in Mournhold, and found I didn't really need superweapons.
SPOILER: the centurian archers have very deadly dwarven darts and "mad" Sadri has area exploding arrows

You
did say that you're not very fond of staves, but I still think it's worth mentioning that the ebony staff has the most enchanting potential out of all the weapons (if I remember right, at any rate). You can throw quite a few mods onto a good staff, as well as some juicy damage to boot.
As someone else already said, a good ranged weapon will be your friend throughout Tribunal. There are a number of good bows (Auriel's and the Bow of Shadows to name two), but my preference is simply a ring with constant effect bound longbow. You can't beat the weight (namely, nothing), and on an exquisite ring you can even stack it with one other useful mod, such as 20% chameleon for sniping.
Consider that ebony staff for enchanting, though, especially with something as powerful as Vivec's soul.

Dunno if a recent patch (or Tribunal) has modified the enchant value of some of the game's items, but according to the UESP, the ebony staff takes the cake at just 90, which is considerably less than some of the values that you posted.
Where are you getting these numbers?

I make a quick check of the Morrowind Prophesies (published by Bethesda). The best bet is to go to the TES Construction set (I didn't becasue it takes a while to load), but I just checked mine (without Tribunal included) and most of the numbers are different from MP. Don't know why, but I'll check elsewhere and repost.
However, suffice it to say that the ebony staff is still not at the top of the list.

I pulled up several items in the editor, and I think I understand where you derived those values; the item info for the Daedric spear does indeed say 150 under the Enchantment field. However, the ebony staff lists 900. And, just to make sure, I actually summoned up a Daedric spear in the game to enchant, and sure enough, it's only got 15 points to work with.
