So im in Vivec for the Three Imformants blades quest, and i found my way into the palace puzzle canal... now what? the "breathe his glory's water" riddle has me stumped... also, why does my scroll of 'open 100 pts on touch' not work on the palace door (Lock: 100)? one more quick question... i have 100 skill with long blade, but im bored of it... does anyone know where to find a trainer in Marksman (i have a 5)? thanks for your help!

You are in the wrong place for quest you are doing. Don't get me wrong, there's nothing wrong with exploring, and there are many times when you can do portions of quests out of order and still get credit for them, but you would be wise to not do this now.

This is part of the Tribunal Temple quests, and benefits of doing this subquest, in the correct order, are significant.

SPOILER: "breathe his glory's water" means drown - literally.

Access to Vivec's palace will occur at the appropriate time - you will be given a key. I understand your puzzelment - I felt the same way when I first tried the door.

Besides the master trainer that jOckster mentioned there's another trainer that can get you pretty high without traveling way out into the boonies. Go into the big House Hlaalu mansion in Caldera and talk to the folks in there. As you enter the main door there are three people. Talk to the one on you right, he can train in marksman, not to 100 points, but high enough to let you start hitting things. BTW, you are making a wise decision to train up in marksman. The bow is one of the most useful and potentially deadly weapons in the game.

thanks

thank you both for your help! i figured that the puzzle canal was a later quest that i wasnt being allowed on... i made a long sword that turns deadric every 5 seconds and restores 15 health every time it switches... it kicks ass, but its getting boring - now i can shoot some arrows!!!
