In answer to the 'Bal Molagmer' question - Gentleman Jim Stacey (Master Thief - head of the Thieves Guild) will offer you the option of discussing the Bal Molagmer; when you do you will receive a series of Robin Hood type quests. BUT you will not get them if you do not have a high enough Rank in the Guild and you cannot get them if you are Master Thief (you will have replaced Stacey and he disappears into retirement).
In answer to your other question, there are two criteria to receive Faction Quests that revolve around 'is your Rank high enough in the guild?' For some of the later quests you must attain a certain Rank in the Guild, and to get that status, you must have completed a certain number of quests AND have high levels in certain skills important to that Faction. The Morrowind Prophesies has a complete list of all skills required for each faction and the skill levels required for each Rank along the way. I have never seen this on the internet, but I'm sure it's available.
This Rank situation applies to all Factions.

You're telling me the wrong info. I know that you need to do jobs to get a rank up or that your skills must be at some level, but Jim Stacey or whatever said I needed to do more jobs to go a rank higher, but I needed to be a rank higher to get the next job. So I'm stuck. Where can I get more jobs? or can I proove my loyalty another way? answer me this and I shall be very happy.

There is a complete walk-thru of all the thieves guild quests on that link. I'd check it to make sure I hadn't skipped over something, if not, I'd check my stats and make sure they were up to the reccommended level.
It could be possible that Jim is telling you the standard answer as to why you can't do a quest. I am not sure, but there may not be a distinction in the text between doing more jobs to prove your loyalty and not having the needed points in certain skills to advance. That one message may be given regardless of whether you can't advance due to unfullfilled quests or insufficient level in your skills.

I suspect this is true. It won't matter whether you haven't done enough jobs or whether you have insufficient stats, the anser will be the same.

it seems you have forgotten to do the thieves guild quests for the lady in sadrith mora in the tavern outside the fort

ok now i feel dumb, i just read ALL of your last post and i see that you have done the quests in sadrith mora sooo i have no idea
