Newbie question about Magic items
I'm not quite clear on magic items (i haven't started making them myself)
I just bought the Iron Vipersword,
it has poison->cast when used.
Does this mean when I strike an apponent it uses poison or do I have to cast it seperatly?

I do not have the touch, nor do I have the power.
cast on use - yes you have to cast it like a spell. i never bother w/ these types of weapons, unless they have a non-combat use.
cast on strike - every time you hit the effect "goes off" and charges are used. this is imo the best for weapons, though you may want to be carefull not to drain all the charges on fodder, when you may need them vs tougher opponents...

Also do weapons recharge when you rest?
And any good advice on how to enchant weapons/items/armor etc?
I'm still pretty new to the game, and haven't figured things out jet.
(still in Balmora working for the mages guild cursing that I put axe in main skills and not longswords) (play a selfmade battle mage)

I do not have the touch, nor do I have the power.
all items will recharge w/ time, you don't need to be resting, you could be training (buying skills) or using another weapon / traveling, ect...
how to enchant...
first you need at least one full soul gem.
now you can either try to equip the gem (droping it on your paper doll) and you can try to enchant something yourself. note you can fail, and lose your gem in the process.
or
go to an enchanter - most mage guilds have one, and there are some working for other factions too.
click "enchant" under their "barter" option.
select the item you want to enchant, the soul gem you wish to use, and then you can choose any magic effect that you have in your spell list. (or more than one effect if you wish to get fancy) in the lower left corner will be an option to change the enchant type - cast on strike / cast on use / constant effect (high power souls only)
i always pay for enchanting, some prefer to take their chances...

i think one of the mages downstairs in the balmora mages guild sells the spell, iirc it's the travel lady.

if you have the cash - you can buy a full soul gem from the enchanter (it does not need to be super powerful) then have a weapon enchanted w/ that gem, cast on strike, soul trap for 30+ seconds.
you will also need some empty soul gems. now you hit something w/ your new weapon, then kill it before the spell runs out - it will have this sort of fog around it after you hit w/ the soul trap spell / weapon.
when it dies you'll get a pop up - "you have captured a soul"

check your percentages on casting soul trap, if it's really horrible try having a shorter duration soul trap spell made from a "spell maker" again one can be found in the balmora mages guild.
if you have one of the expansions, enemies health bar now shows as a yellow line, beat on something until it's almost dead - then cast your soul trap spell on it, then kill it before it runs out.
when it dies you'll get a pop up - "you have captured a soul"

I would beat on yourself too hard. I had 2 starts before I figured out what race I wanted and how things worked. Once had I played that (3rd) character through the Main Quest and most Faction Quests I knew what I really wanted for my character for the 4th run.

Actually I think they can (or atleast in the X-Box version), you just use the gem, and select recharge an enchanted item... I don't think it fails, but a higher enchant skill will make it refill more charges than a low one.

All enchanted items recharge on their own as time passes. You don't need to rest for that to happen. If you are impatient, or are in the middle of clearing out a cave, then rest by all means.
When something has recharged, you will hear a noise and wonder at it's meaning: a rustle of clothing, the ping of a ring, the scrape of a sword - all indicate that some enchanted thing you have has recharged. Also, if the item is enabled and shows up in your 'active magic' window, the red bar will be full.

The other posters pretty much covered your question but I wanted to clarify something that took me a while to figure out with using cast when used items. You have to put the magical ability into a quickslot of its own seperate from the quickslot for equipping the item. To do this say with the vipersword you mentioned you could make quickslot 1 for the physical sword and quickslot 2 for the poison enchantment (just go down the spell list when in the quickslot mode until you are past the memorized spells, then you will see the spells that are available from the enchanted items you carry). If you are carrying a bow and use quickslot 2 with the vipersword poison enchantment then the game will automatically put the sword in your hand when you go to cast the spell. Good to know if you don't want to waste a quickslot on the sword itself but just want to cast the magic and then use the quickslot with the bow to quickly return it to your hand).
