Mage Trainers (spoiler request)

Who are the highest trainers for mage skills? Everyone I meet says that they cannot train for that high of skill. (I'm just trying to get one of my attributes to 70 so that I can be promoted to Wizard).

The list of all trainers available in the game is available inhere.

And this is the list of Master Trainers. They can train you up to 100.
