For a particular Temple quest you need to find the Ordinator who was looking for 'Lost Kogoruhn'. According to the Morrowind interactive map there are two Kogoruhn's, one a little north of Ghostgate, and another one further north across the mountains. I'm assuming he's in one or the other, so which is it?

It is the second one, north of Ghostfence. Same place you need to visit in main quest.
