Caught stealing

Ok, so I got caught stealing...
And now everytime I want to pay my fines, they steal my pants.
Every d!mn time...no kidding
Is there a glitch in the game (xbox version) or is there some item around that if you steal it all your pants get flagged as stolen?

Once you've stolen an item of a certain type, all items of that type are flagged as stolen.

Damn, I knew I shouldn't steal those Orcish greaves at the armorer in balmora.....
Oh well, to late now....guess I'll just have to drop my pants to the floor when I get caught doing bad things

The place to steal a mostly complete set of orcish armor is the third floor of Creepers hangout in Caldera. Just open the crate and take everything. The orcs give you a bit of talk about stealing (similar to slaves when you're opening containers to find the slave keys) but they don't do anything about it and it doesn't show up on your stats that you were caught (no bounty, etc). This is a great way to get decent armor right from start.
Also, decide which shops you want to steal from and make a note never to sell anything back to those shops lest you accidentially try to sell them a similar item at which point you are nabbed for stealing. You can buy from them but don't sell back to them. A good example is the enchanter at the Balmora mage guild. If you steal all her soul gems while planting the fake gem never ask her to enchant anything as every gem you try to use after that will be seen as stolen.

I suppose the openness of the game 'gives' people the license to steal. There is so much stuff granted for quest completion, available in containers, and lootable (another new word) from various NPC's that you kill, that I (personally) see no need to steal other than a few quest oriented items and a very few things I needed that I couldn't afford at the time (glass armour from you-know-who at you-know-where).
Follow UncleScratchy's advice if stealing is a practice you want for your character.

There is definitely no need to steal orcish armor - there are well-equipped orcs near shrines all over Vardenfell, not to mention a certain orc awaits you near Suran.

Yes, but killing an orc for his armor when you are level 5 can be a bit of a challenge. My point was that there is basically a free set that any newbee can get without a fight. This is just one of the many places/ways where 'those who have played to many times' know about to get great items for free early in the game.

from the orcs you get the armor
and increase your skill so two
in one.

5-10: go for the free stuff!
11-12:watch your back
14-17:almost ready
15-19:Steal from the little civilians then sell their stuff
20 and up: If you want something...well TAKE IT!
This is not official I just guessed the best times to start being a big time theif.

There's a single way to mask an item you have stolen : enchant it. They will never recognise it, even if you're going to sell it to the same merchant you have stolen from. Of course, you cannot enchant herbs, gems, scrolls, potions and already enchanted things, and all they are counted as the one you've actually stolen.

Got caught stealing again, this time I wanted my stuff back from an evidence chest inside fort buckmoth
I don't know how I did it but I got a bounty of 150.000 gold.......yikkes!

Maybe they think of you as a habitual criminal LOL. Be very careful of your bounty - I think anything >1,000 has you marked by all 'security forces' for DEATH. They are police, prosecution, judge and executioner all in one. There's no discussion and no appeal.
