Higher Level Spells

My wizard can use several level 4 spells, but I'm starting chapter 2 and STILL have not found anything above level 3. Where can I get some level 4 and higher spell scrolls? Also, I've tried the cheat "addspell" but it does not seem to work. Any info on this?

Oswald does have a few lvl 4 spells on his bookshelves, which are accessible at the beginning of the chapter. I believe they were Mordenkaiden's Force Missiles, Spider Spawn, Emotion: Hope (will come in use), and Emotion: Fear. The first three are definites, though the fourth is a fleeting image I conjured up.
Lvl 5 and higher are spells that I am definitely not sure about.
