1) Where can i find an Improved Haste scroll? I looked all over the promenade, and cant find a thing.

2) Where is the Shadow Thieve's key to enter Aran Linvails hideout? I killed Gaelan and got that key, however... i still cant get in!

Found the key, alls well, still no improved haste scroll, however.

Try checking one of the fences who show up at night - one on the eastern side of the Promenade and another in the Bridge District.
