Question about Shapeshifters

I just did a little research about the shapeshifter kit and the greater werewolf form.
But I didn't find good references, how the greater werewolf form should work.
For example, some say, the GWW pawl should act like a +3 weapon.
On the BG2 Class guide from Dan Simpson on http://www.gamefaqs.com I read, the GWW pawls act like a +4 weapon.
Can anybody help me with some references, is it in the AD&D manual?
In my current game I have Cernd in my group and I tried to attack the wellknown +4 only guy only with Cernd . . . with the result of weapon uneffective. So the pawl is no +4 weapon.
But the worst thing is, it isn't yet a +3 weapon. When I used Cernd to attack those tougher vampires . . . weapon uneffective.
So I used the NI Explorer and voila, the GWW pawl is a dissappointing +2 enchanted 1d6 piercing weapon.
I know there is the ease of use mod which fixes the pawl but in my opinion (and in the opinion of some others) its a way overpowered.
I know Kevin Dorner is working on a mod which fixes the Dispel magic bug, but I don't know if he is fixing the GWW pawl as a +3 2d8 slashing weapon.
I for myself changed the spcl644.spl file and it worked. Now Cernd is a very good fighter in his GWW form (AC -17 at level 16), he can hit 90% of the foes and if he needs a +4 weapon I transform him into an Earthelemental (HLA).
But the question is, should it work in this way? Is the pawl a +3 2d8 weapon or is there a description, which says it should only be a +2 1d6 weapon (would be frustating and make the shapeshifter a very poor kit)?
