No quest from Beothiah

I have no clue what I am doing wrong, but I have a hard time sometimes, getting the shrines to give me quests. I completed the Azura's quest and the Molag Bal quest, but I have been trying for SOME time now to get Beothiah (the sunken shrine-head on the west coast) to give me HIS quest. I have noticed a distinct reticence for some of these shrine personages to give with the quests. What gives?
Was I supposed to get here earlier in the game? I have not finished the main quest, nor have I even finished BM or Trib, although I am pretty much through all the guild quests (FG, MG, TG, HH, Temple, Cult, Legion) What do I need to do? I hear the reward is a very keen little sword that I am anxous to get my mitts on.
Suggestions?

Do you have the appropriate patch installed? Do you have any unofficial mods installed?

Thanks for the reply
I am running both Bloodmoon and Tribunal, so I think BM patched me to the latest version of Morrowind itself. Modwise, I am only running LeFemm, as far as I can remember (I wanted to play it through pure once before experimenting with mods) I checked my data files and sure enough LeFemm is it.
I was wondering if there was an in-game reason for this. I sure hope its not a game code problem. Any feedback would be greatly appreciated.

LeFemme doesn't interfer with this quest. I don't believe timing or reputation have anything to do with any of the shrine quests. Sometimes the shrine/god will give you a different welcome depending on your character (in the Helm of Oreyn Bearclaw quest for example Malakath greets you friendlier if you are an Orc but gives you the quest regardless). Have you ever done this quest before or is this your first attempt? You need to swim up to the broken off head and get close enough until you get the little white box (I believe its Boethiah's name in brackets) that lets you know that you can initiate dialog with the shrine.

Glad to hear its prolly not a bug, but I am still frustrated.
I do indeed get right up close so that the name of the thing comes up. I even get the name to blink mometarily like it does when I activate something, just that this one doesnt start talking to me. What happens is precisely what occurs when I click on another shrine that I wasn't yet supposed to activate (like the shrine North of Rotheran that I stumbled on that I eventually needed for the temple quest.) I clicked on HIM, and his name just blinked, but once I got the right quest, what needed to happen, happened without a problem.
So I suppose there's nothing I am supposed to have accomplished to get Boethiah to speak to me? (Just recalled I did the Bearclaw quest too, so I AM getting most of the shrines done). I just went and figured out how to get the daedric crescent and after all that work, its not nearly a decent enough weapon, so I am still REALLY trying to get this quest.
Oh, one entry in my journal, mentions a sunken shrine off the coast of Hla Oad. Is there someone ELSE I need to confirm it with, so that the quest gets activated? I figure why ELSE would there be a mention of it in my journal, although it gives no clue as to who ELSE to confer on this one.
Feedback is VERY appreciated!!

No, you don't have to confirm it with anyone or do anything special in advance. You don't even need the first journal entry, you can just know that it's there or stumble on it by accident and you should be able to get the quest. I've been able to get this quest very early in the game as well as very late. Either you have a glitch in the game or you are just on the edge of being close enough. Try approaching the head until the box come on and stays on when you initiate dialog.

It has to be a glitch then. This sucks. I swam back down to him, and practically sat on the face (pardon the crude joke) of the damned statue head. The 'Ruined Shrine of Boethiah' namebox is steady, and I click and click and nothing happens.
I STILL have that 'Boethiah's Quest' journal entry though. I got it from M'aiq the Liar, and it only states that there is a sunken shrine out there, but he's not a trustworthy source of info. In the journal (under QUESTS thanks to the new journal system) it is listed as 'Boethiah's Quest' which is terribly frustrating.

When I started my this latest run through, it was one of my first quests; I knew about it from a previous run through and wanted Goldbrand. I had difficulty because I didn't have sufficient breath to get to the statue to even start the quest. Other than that I haven't had any problems getting it going.
I wonder if you may have started it without realising it. Go to Ghorak Manor, find the orc on the top floor and see if he offers the topic about building the statue. I can't remember the exact wording, but it should be straightforward. If he doesn't, I have no other thoughts about this.
