I have been looking all over for the boots of blinding speed. Someone told me they were north of Vivec, is that true. Where are they?

An NPC named Pemenie has them. She's located along the road from Caldera to Gnaar Mok. She gives you the boots as a reward for escorting her to Gnaar Mok.

If you still have trouble, check out this site It's got her location marked on the map along with pretty good directions. And my advice...bookmark that site. I've used it a lot
