Welcome to the forum. As I read this I note that a number of people have read and not replied. Without prejudice, and not trying to be rude nor mean, I will offer you a way out, but in all honesty if you lose things then you should really pay the penalty.
However:
Open TESCS; <menu | file | data files> double left-click on Morrowind. It will take a few minutes to load the CS. From the tabs at the top choose the appropriate category and scroll down to find the name. BEWARE - many of the names are not what you would think e.g., Azura's Star is misc_soulgem_azura.
Once you know the exact name of the item you need use:
player->additem name of item quantity
For items that will appear to the computer as all_one_word no ""'s are needed; multi word items must appear "in quotes".
You will find your virtual life simplified if you choose one vendor for each type of item you wish to sell. I sell Creeper everything he will buy; Nalcarya of White Haven I sell equipment and gems; the bookseller in Balmora (Dorisa?) gets my books, etc. That way, if I sell something I later need, I know where it is.
Also, I have started this game 4 times: 2 were short-lived (didn't like character and wasn't doing well), 3rd went about 75%, latest done almost evrything. Moral - don't be reticent about starting again if you screw up; you may have a little more fun as you know better what to do.

i think i might know a way your losing your items. if you steal an item even if no ones around and doesnt see you, or if u get it off someone who attacks you, or if u get it out of a side quest cave and then get caught opening a lock or stealing something when u think no one is around and decide to pay the extra 5 gold as penalty, then they also take every item in your inventory u didnt buy. You can find these items in the evidence chest at the nearest jail where u got caught, but i dont know if thats only if u agree to go to jail oppsed to paying the gold penalty.
i lost valuable soul gems once and didnt know about the evidence chest thing so i started a game over...

dont get caught, dont carry items
i dont know where the stuff goes if you pay the penalty, i just try not to get caught thats the best advice I can give. alternatively if you dont need an item at the moment, but will later on, put in your hideout or something, like if your working for the fighters guild in balmora, stick it in the chests in the bunkroom, as I dont think that items you arent carrying get taken off you.

i guess im a noob, but still, even noobs like to play so here is some more explanation.
first of all i got no clue there was or where it is the evidence chest.
second, in balmora i think [the city divided by river] where u had to kill a lotta dudes in 1 of the guild house or inn [long time i played, sry] there were some chests and i left some stuff in there to test if they will diseaper, i figured as in real life, none is alive there now, and prolly none will go in so....
but actually they did diseaper and after that i tried my best not to get caught, however one time it was too far to go back through my saved game so i payed the penalty and that made me lose many good items, which i stole or acquired in some illegal ways
so if theres an evidence chest id like to know its location and maybe even restart the game cus it rocks!
thx in advance to all who reply-ied!

The evidence chest may be found in any Imperial Legion Fort.

What sometimes helps is just doing divine intervention, that way you are sure that you go to the nearest fortress (mostly

)
But indeed things as these are lame, and not worth restarting the game for. That is why I do from time to time use the additem console function. Though I try to limit it in order not to ruin the game, as is the great risk of cheating.

Well like I said before, only less confusing, if u get caught breaking law and go to jail your items will be in the evidence chest, I don’t know where the items go if you pay the gold penalty. But it says right on my loading screen that if you get caught and go to jail stolen items are found in evidence chests. I've only found one evidence chest in the game, maybe there is only one. Break the law and see where the jail is you go and that’s where the evidence chest is.

Why not load a saved game just before the incident and leave the star on the floor before you talk to her?

I didn't notice she took it until after I saved (I saved after she took it)

Whenever I did a crime and got caught, I would drop all my important stuff (armor, weapons, specific items and such) on the florr, and only keep like my clothes (which were usually bought), however, every time I turned myself in to pay the 1000 gold, the guard would always take my pants! Every time, I even bought a pair of pants to check if he would take them, and guess what? He did.
Do guards have a thing for taking someones pants, or do they just like to look at a male Redguard, running around without pants?

Well... I think they just like taking your pants.
