For technical (video) issues you'd better see
Hardware and Software Issues at
The Elder Scrolls Forums.
Regarding the used-defined hotkeys you have probably just missunderstood. To get the panel to define them you must press F1, sure, altogether they are keys 1, 2,..., 9 you are going to use (with zero permanetly set to H2H), not F-keys.
HTH

H2H is just abbreviation for "hand to hand" - the fighting style with bare hands.
Some of F-keys are already in use in the game- F1 for the custom key (1..0) definition, F5 for quicksave, F9 for load form quicksave.

The game is definitely worth to play if you like freedom in wandering, plenty of adventure and roleplaying freedom (i'm playing, IIRC, about a year and half and still haven't got bored, although only recently started, if i haven't lost the count, seventeenth approach with custom class). Altogether for technical issues i'd suggest to check the link above.

The game manual has a lot of helpful information.
