Does Leather or Platemail boots and Gloves have a game affect

Hmmm.... let me see if I can answer this.

By "game affect", I have a feeling you must be referring to any of these:

1) Do they affect movement? In that case, plate boots do, but not for Dwarves. Still, this will apparently taken out with the upcoming patch (reportedly this Friday).

2) Do they cause crashes to desktop (CTDs)? The answer there, is no.

3) Do they raise armor class? From what I've noticed, no.

There are some magic boots and gloves that you will find in a few places, along with the advent of being able to make some yourself with the "Craft Wonderous Item" feat, which you can get when you have a spellcaster that can cast 3rd level spells - Clerics, Wizards, Druids, and Sorcerors. I'm not sure about Bards, honestly.

So the only game affect is movement and they weight more. So
Leather Boots , Gloves and Helmets is the way to go.

Well, according to my understanding, as long as you are wearing the same type of armor (Light/Medium/Heavy) as the Gloves/Boots are then they don't affect your movement rate at all. However, if you are only wearing Light armor then currently (It's supposed to be changed by the patch.) Leather Boots are your best bet.
