Where do I find the Icarian Flight Scroll, and from whom?

I am guessing you are just starting out. Head north across the bridge, then west up the hill. As you crest the hill, you'll hear a fellow howling as he plunges to earth. He has said scrolls. I can't think of any reason why you would want them; unless you manage them very carefully, you'll suffer the same fate as he.
