Skill Point Caps?

No spoiler info here, just generic game play question:

I wanted to get a high Computer Hacking skill... so I invested my skill points in that skill until I could spend no more there. Then next level I did the same...

Well, the problem arises in that at some point, when I level, I can no longer spend ANY points to raise Computer Hacking!

I can spend points to raise OTHER skills, and I can hoard skill points, but I cannot raise Computer Hacking each and every level. I know there must be some kind of mechanism behind this cap, and it's probably related to my INT score somehow. I was hoping to keep INT at a minimum ----- I really ONLY wanted a high Comp Hacking for this particular run-through ----- so I figured as a Scoundrel I'd still have plenty of skill points to spend.

But, no, I can't. So, anyone done any number-crunching about how and when a skill caps? Related to INT score, perhaps? Not an easy question to answer, I imagine. Anecdotal evidence would be helpful, too. :)

this game is base on d20 system so it should be 4+your level

Yah, I understand that kind of cap, but here's the scenario:

I have a 5 skill in Computer Hacking, an 8 skill in Treat Wounds, and I gain a level... I can put points to raise Treat Wounds, but I cannot raise Computer Hacking at this time. Why?

Perhaps it has something to do with the attribute upon which a skill is based, somehow... like, the skill can't be more than 2x the base attribute or something... /shrug

I'm on my third run through and I've sort of burned out for a bit, but this is still a nagging question for me.
