Should I avoid leveling up before becoming a Jedi?

It depends, if you want to be a jedi that stands in the back using the force, i wouldnt level up to much.
If you want to use lighsabers (and maybe a few buff forces) level up al you want on Taris

I'd say play the game as it was meant to be, in other words level up when your are able to. I play a Scoundrel(8)/Consular relying heavily on the Force, but still appreciate for example the Sneak Attack of the Scoundrel which works against all immobilized targets (hint: Use the Force Luke!).
RPG-wise, I can't see why you should wait to level up either. Your character can't very well know he will become a Jedi later on in the game (at least not before some hints have been given).

I would leave "powergaming" until your second time through.
First time, just role play and enjoy.

The question's kind of moot--after all, you can win with just about any configuration of character dual-classes, feats, skills and powers. That being the case, why not simply enjoy yourself, and give your PC the levels they've earned as they become available?
