Any tips on how the hell to kill this guy? He is the mad Ordinator that Amalexia (spelling?) orders you to dispatch in Tribunal. Maybe I just need better weapons or something but I have tried everything to kill him, but he just refuses to die.

What level is your character ? I've had no trouble at all killing him. Sure, he's a lot tougher than most other opponents you may encounter, but nothing to really worry about. If you have a couple of exclusive restore health potions, even lower characters must be able to bring him down.

I have now killed him, but my character was lvl 51. Dark Elf Battlemage. However, the problem with that is Trubnal matches the monsters/hostiles against your character level, therefore making them harder to kill, so the stronger my charater the stroneger Salas Valor will be.

I killed him easily using the dwemer darts and by running backwards. The darts are fast and if your aim is good a steady stream of them will keep him at bay. Since you can't levitate here you can take advantage of water walking or jumping. Make a CE item for either or both of these. As he comes at you just jump over him. You should land a good distance from him, he will be disoriented for a few moments and you can renew your ranged attack on him. Or lure him into the water where he will have to swim while you are above him. Another fun way to get him is using your jumping skills and a dagger of damage strength. Just slash and jump over him repeatedly until he cannot move anymore. Then finish him with ranged weapons. You may be able to jump onto a roof. I used this tactic on that creepy Bosmer near the temple. Lured him into the water, stood over him and bashed him to death with Skullcrusher (you don't want to use magic on this guy). When I looted his body most of his ebony armor was reduced to zero (at which point it becomes useless until repaired).
