Morale determines when characters will attempt to flee a fight. It is influenced by the PCs Charisma (Yes, Virginia, CHA actually has SOME use), the NPC's health, and tactical factors - surrounded by enemies is BAD, you outnumbering them is GOOD, etc.
You can raise morale by casting resist fear - which also negates horror and spook. Resist fear is a so-so spell in regular SoA, golden in Tactics.

Or you can get everyone drunk, adds +3 morale and -3 luck for the duration.
-3 luck seems like too big a penalty though, -3 off of all rolls for +3 morale?

I meant it adversly affects all rolls, at least thats what i think luck does.
+3 morale and -3 luck is what you get when you are fully tanked up (this may be constitution dependant however) i believe.
And i THINK that luck affects all rolls you have to make by screwing it up by 3.
Ie, +3 thaco
