for some unknown reason the movement rate of my barbarian has bee reduced to 5. this makes combat such a pain in the a$$. any ideas on whats going on here?

The toon is encumbered? (anvil icon on bottom right)

What armor are you using?

Maybe, you are still under the effect of a nasty spell even after it vanish, maybe you can try to remove the character from group at the inn, reload, then invite him from the menu? (keep a save of before and another of during the process in case any step is messed)

when u boot peeps out u cant get them back.....

Assuming you are not encumbered, you could try resting for a few days to see if it wears off. You could also try casting Dispel Magic on him to see if that works. I can't imagine anything other than negative magic that would drop your character's movement that drastically.

tried resting and casting dispell. all to no avail. dont understand it. this game is starting to annoy me with all the bugs. you would think that before releasing the game they would have tested it first.

Was any kind of spell cast on him that would have caused such an effect at any time? There is a known permanent spell bug. That's assuming he isn't encumbered nor suffers ability damage.

it could be a lingering spell allthough none are listed on his char record. he is not encumbered, i can stripp him naked and his movement remains 5.

well i had enough of messing around and i deleted the char. i replaced him , a 7th leevl barbarian, with a ranger. i should be able to level him pretty quikly and resume the game.
