Okay, I really want to make some enchanted constant effect items, but the biggest charge anything can hold that i've seen is 120. What items can hold especially high enchantments?

is there anything other than golden saints that can enchant for constant effect?

I think ascended sleepers are the only other alternative.

where do you generally find those? I dont usually leave the area of balmora much only when i have to.

Red Mountain is crawling with these ugly buggers. While you're exploring the mountain for Sunder you should be able to bag a half dozen or so easily. Also they are sometimes found in Dagoth Ur worshipper caves. If the Ascended Sleeper is inside a dwemer ruin or old fortress it may be a special one with a name beginning with "Dagoth". These guys don't count as an Ascended Sleeper soul and won't work with the CE enchantments. Its safer to just soul trap the ones out in the open so you don't waste a grand soul gem. These guys are really easy targets. They have a ranged attack with various magics like fireballs, shock balls, poison balls, etc. In melee they have some kind of hand to hand attack but will use the magic as well. These attacks are easily survivable and since they don't damage any attributes not a big concern.

ascended sleepers are in the red mountain region while golden saints might be found there as well as the grazelands and the ashlands region

Also in the 6x cult bases (with your level high enough)what may be found near every city. Moreover, they are also in two ancient strongholds.

This is what I was referring to in my previous post. Many of the ascended sleepers in those strongholds are "Dagoth" named and don't act as an ascended sleeper for CE enchanting purposes.

ok now i have another very inportant question, waht is an Acending Sleeper? IS it those big ugly looking mothers with the tentical things for a mouth or are they something else?

get summon golden saint dude. and you don't have to go looking. then get azura's star, which has 1 million enchantment capacity i believe. it's a reusable soul gem. my precious. it's what allowed my character to become-perfect!
