WHAT DO YOU NEED OTHER THAN THE BOOTS TO USE THEM ??

Unless you have some immunity to majik you are going to be blind when wearing the boots. You can effectively counter this penalizing effect by having a permanent effect item enchanted with 'Night Vision' I would recomend at least 25% but go as high as you can without busting the enchantment. I think you can push at least 50% 'Night Vision' Permanent effect into an exquisit amulet or Exquisit Ring. It's been a while since I played..my numbers could be wrong.
You will want to have it enchanted by someone unless your enchants skills are way high. It will require either a Golden Saint or Ascended Sleeper soul and a Grand Soul Gem or Azura's Star...Oh, and a lot of cash

You really need protection only for the moment you're putting the thing on. If you'd got 50% or whatever nonzero Resistance to Magicka you'd see all darker, altogether enough in dayllight (or you may try to counter it by Night Eye or Light).
My approach at the begining is to create a ring or two 50% in average Resistance to Magicka for 3-4 secs. Use it (them) and immediately put the thing on. My Breton (racial 50% already) need only 50% to be added, Dark Elf needs all 100. 50% for 3 secs may be held by Expensive Ring or Amulet enchanted by Common gem with Ancestor Ghost or Bonewalker.
100% resistance helps again all effects counted harming letting the positive effects through. So, you may even drink all those local brandies w/o any of their penalties. Notice that it works only against Magicka effects, so, if you've got that necromancer's robe from Bloodmoon you're going to be subject of sun damage still, however the other penalties may be blocked. So, make your Magicka Resistance 100 or more and equip, say, Fury without any danger and harm to you. As long you do hold it in hand you aren't going to care abot protection, altogether, as soon as you switch the weapons, you're going to protect yourself before you'd equip it again.
Notice, that elemental damage (Fire, Shock etc.) are not subjects of Resist Magicka.

pemenie near gnisis area. you can also get cuirass of the saviours hide and or wraithguard. wraithguard has a 10% magicka resistance and it's enough to counteract the boots effect.

the cuirass is in Tel Fyr in a closet near Divayth Fyr. It has a 100 level lock.

She's a bit north of Caldera, not Gnisis. Look for her ont the path to Gnaar Mok.

Lord Vivic has it. He will give it to you when you've proven yourself. He has to teach you how to use it also. If you break into his chamber and kill him for it you will get something identified only as a dwemer guantlet. You will have to find someone else to help you figure out how to use it. It will have to be someone who can read the ancient dwemer books such as The Egg of Time, etc. If you do this way it will not be as good as the wraithguard given to you.

enchant a ring with just 10% night vision (or more or less, depending or ur abilities/money). keep on equipping and unequipping until it works. a 1% will cost nothing, but will take a ton of tries.

Haven't you mistaken something? Night eye points mean brightness added, not the percentage of success. Altogether the blinding effect in the game actually means the darkening of the picture, so it may indeed be countered by Night Eye or Light.

Simple Solution
First get the Resist Magica Spell. Then have a spell made from that one that gives 100 percent magic resistance for 2 sec. This is all you will need to use the boots. Unquip the boots. Now cast the spell and quickly hit the B (red) key. Now equip the Boots of Blinding Speed and it will say "you resisted magic" now you can run like a Cheetah.
Note: It helps to be at a relatively high level (I was a late bloomer at LV40 when I got them) so that you have a high probability of casting success. Now if your skill and/or level is low this may pose abit challenging.
Tip: For added effect, enchand a ring or amulet with Constant Effect 8pt Jump and you'll be able to run like a Cheetah AND leap like a Kangaroo! This makes traveling very efficient.

I'm also on XBOX. I tried it with the Night-Eye spell and by using my pair of Enchanted 'NightHunter Pants' with Night-Eye 20pts Constant Effect and it didn't work. I even tried combining with spells and potions and still nothing. The key is being able to 'resist magic' as you must resist the Boot's attempt to blind you just as if it were a spell cast from a foe. I also tried making a constant effect 100% resist magic ring but, needless to say, it required an enchantment value of some ridiculous magnitude well out of any items range. So I thought, hey, why not just make an inexpensive spell instead of wasting a Grand Gem -- which worked flawlessly.

not constant effect, my man. cast on use. cast, then quickly inventory, then unequip + equip. instead of increasing brightness, it will give you a %chance roll each time you do it.
doesn't matter, he's figured it out.

My ultimate combo, Saviors hide + boots of blinding speed + Amulet of Angel Wings (Custom ammy) (+8pts levetation constant effect). You can go any where and everywhere. i cant tell you how easy the map is to travel with those 3

Waste of good amulet, though. Extravagant belt with 1 Levitation would do almost the same, IMHO.
Altogetger it's the question of taste, of courses.

Boots of Blinding Speed w/Saivor's Hide Cuirass
Leapfrog Ring (custom 8pt Jump CE)
Leapfrong Amulet (custom 8pt Jump CE)
Saints Cloth (custom Ex.Shrt. Retore Fatigue 10pts CE)
Saints Pants (custom Ex.Pnts NightEye 20pts CE)
Not only am I as fast as the Bionic Man but I can leap over single story buildings and most city walls in a single bound. Some may say, 2 Jump CE items is a waste but even after giving up 2 for my stronghold and making at least a dozen magic items, I still have 8 Golden Saint souls and 5 empty Grand soulies to fill, not to mention the recently aquired Arura's Star -- og yeah.
For swimming I use similiar combinations of Levitate CE items to ramp up my speed. Use a spell, 2 CE items, the Boots of the Apostle and the Steel Blade of Heaven plus a couple Rising Force potions and you will fly like an eagle. Scroll of the Windwalker is helpfull too.
And for fighting I use a different combo... CE 4pt Regen ring, Belt of CE 8pt Strength, Amulet of Megahealth 25pt of 10sec Cast when used. this coupled with a Level 52 Character and a heavely enchanted Daedric Dia-katana and Katana and 206 armor class. I am the equivenlent, in modern terms, of a M1A1 Abrams Battle Tank. But in the game the refer to me as a BattleMage instead.

Idea
Heres an idea:
Instead of having 2 amulets of +8 Jump, why dont you just save the money and the 2 amulets and go to the master trainer and train you acrobatics to 100? You might spend a little more gold, but at least you save 2 exquisite amulets, and you might still be able to jump just as high, but if you have the 2 amulets, and the lvl 100 Acrobatics, maybe you can jump onto like 2 or 3 story buildings? If anyone tries this, can they please make a new post? I can't try it because my XBOX is in for repair.
