BALMORA:
Im really getting sick of the quest where you must find the murderer for...Hlaalu something/some guy. I have the info what the woman-dunmer said (has red hair, wears Dwemer axe etc.). I asked around and others say "the descriptions fit to Thanolen Velas (stays at the Council Club). All the people there assure that Nine-Toes did it (of course they do). Well, let's go talk to Nine-Toes. And what does he say:
You see? Now you know I'm innocent. (!!!)
I'm really getting frustrated to this. To who do I have to talk to so I can prove that the Velas guy did it (if did)???
I know I dont really have to do the Q, but its driving me mad! Im just circleing the city and getting pissed. Any help please?

Try ask a guard or two (or bookseller) about "murderer's description" or somebody other on streets noyt hating you. Nine Toes cannot be the murderer because he is not a Dunmer, he's blackmailed by Commona Tong, plain enough.
If you wish to make a double shot, visit the Fort nearby (Divine Intervention forth and Almsivi Intervention back is the fastes way to travel) and talk there about "work" with an officer in the back room (bedroom).
The fellow's head you're seeking is being claimed by two parties, and each one may add a point to your reputation (not mentioning more materialistic rewards), so do not waste a chance.
You may also try to search the forum for "bad peaople" and "bloodbath" if you wish more hints
P.S. You may kill Nine Toes, and it will be good enough for Hlaalu. However, you are going to have big problems with Blades - you do remember the rules, don't you?

You have already solved the murder and found Velas. I think all you have to do is go back to Hlaalu and tell them. Of course it would be better if you killed Velas (I believe he is the blacksmith in the Council Club). I'm not sure just solving the murder is enough or if you must also kill him as I've always killed him prior to reporting back to Hlaalu. You can taunt him into attacking you or if you have the magic skills you can frenzy him into attacking you. Velas is perhaps the only thug frequenting the Council Club that you can kill without getting his buddies to join in on the fight as well.
Possible spoiler:
If you haven't done so already you should pay a visit to Fort Moonmouth and talk to the officer there. If you ask around you will hear rumors that he wants to meet with you. He will give you a mission that also involves Velas and some of his friends. Also there is a quest from the Balmora thieves guild that involves one of Velas' friends and a key. Sugar-Lips prefers you do that quest peacefully.
