Weaponsmith in Waukeen's Promenade?

Am I missing something here? I can't seem to locate the guy, does he only show up when you return to Athlatka? I'm in chapter 2, and have a certain horn I'd like to be upgrading. Any help would be appreciated, thanks.

Perhaps that's the same merchant I was looking for some time ago. After dawn he's there.

At least, if we're talking about the same one.

I went into a building when in fact he's standing outside

During the day he stands outside a bit south of the Adventurer's Mart, at night he's in one of the stores in the vicinity.

Oh, yeah? I knew he went away at night, but I didn't know he could be found in one of the stores. Have to look for him next time I'm in the area.
