How to make a Constant Effect Fortify Skill item?

OK, Maybe I'm a little slow or I haven't been to the right place but I can't figure out have to make a Constant Effect item with Fortify Skill like Marksmanship, etc... I can and have made one for Strength, Intell, etc. but not a skill. Is it even possible? I've found items that fortify an skill like Medium Armor but can you make one? If so, where do I find the spell?

You can buy Fortify Skill spells in Mournhold, if you have the Tribunal expansion.

Thanks for the tip. Haven't completed th emain quest yet or been to Solstein or Mournhold. I've heard NPC's talk about Solstein but never Mournhold. Another question... How do you get to Mournhold? Is it on Solstein?

SPOILERS:
You have to be teleported there by a woman in Ebonheart. If you've been following the clues in your journal it told you to report assassination attempts to a guard. If you do this the guard tells you to go talk to a guy in the Imperial Legion that is currently inspecting the Ebonheart garrison. Talk to him (this puts an end to the assassin spawning) and he will give you the name of the woman who can teleport your to Mournhold. When you arrive in Mournhold you will be in the palace next to a khajit who can teleport back to Ebonheart, or if you left a Mark in Morrowind you can teleport yourself back to that Mark. You cannot find Mournhold any other way.

The only way you can use constant effect when enchanting an item is to soultrap a golden saint, using it to enchant anything you'd like

Ok,I have lost a few soul gems doing that , saving prior helps , I have been tring to fortify Intell which would do magic also but I think instead of trying 40% I will try less like 20% and see how that goes .
