I'm on Korriban after defeating Leviathan so I found a Sith Mask and in it's description I found out it requies Heavy armor proficiency. Does it mean if a Jedi wears it he can't use some of his force powers??

Not to sure, as it goes over the head slot of the armour doll. I doubt it would negate your force powers, but I can't answer for sure. You could always try and find out.

The sith mask will not negate force powers. In fact, it is quite nice as it helps you regenerate force powers faster. The mask also blocks mind-affecting attacks and grants weapon focus lightsaber.

The sith mask is not that bad. But I think, it isn't worth to invest in heavy armor, only to wear this mask.
And I think, the force regeneration bonus doesn't work for some reason.

It's not really worth investing the extra feats to use the mask. If you're playing a Dark Side soldier/guardian, as was in my case the second time I played the game, you already have it, so by all means, since it does not negate any Force Powers, use it. Until you get the Advanced Bio Stabilizer, that is (all saves +1, immunity to mind affecting and poison, and looks damn cool).
