where do i find the arrows of judgement?

Haven't he told you? I do not remember whan manor under Scar it was, but they were laying openly on the bed in the guard quarters.

they are in Llethri Manor in the manor district. you will find them on a bed in the guards quarters. be careful and save right before you try to take them. two or three guards in the room. use a hide spell or something.

If your a theif it will be simple... it was for me... just jump on the bed and enter sneak mode. You should be just fine... patience
