What determines Stun in Criticals?

The title is pretty self-explanatory, once you score a hit with a critical, what determines whether it stuns or not. Is it Strength? A random roll? I like to know because even though I hit Malak with Master Critical Strike and a Nextor Crystal, I never succeed in stunning him. I would appreciate if the answer had calculations to exemplify.

The DC for critical strike's stun effect is the attacker's character level plus his strength bonus. The target gets a fortitude save.

...with a very high STR it works fine...


...most enemies get stunned in the first or second round...

...and it's a great combination with sneak !


...but I'm not sure about Malak - maybe he is immune...
