There are a number of methods you can use to get rid of the Blinding effect.....do a search here and you will find them, but most rely on "Resist Magicka", or alternatively Light/Night-Eye -- not 'Dispel'.
What worked for me, and I found cheapest and easiest was:
1. buy a 'Resist Magicka' spell, so its in my spell book.
2. Go to a spellmaker to make a custom spell for:
100% Resist Magicka for 2-3 seconds, or more if you like.
3. Without the Boots equipped,
Cast the 100% Resist Magicka spell, then
4. Immediately go into Inventory and equip the Boots.
5. Should get a message "You Resisted Magic!"
6. And hey presto - Boots will work for speed, but not Blinding while they remained equipped
