I'm looking to fill out my mage's spell list. Are there any random encounter's that produce scrolls? If so, what creatures and where are they most likely to be found. Or is there any other way to find random scrolls?

i got tons of scrolls and most of them were lvl 4 or 5 too by simply going to each temple and murdering their high priest, then ransacking his chest. also kill smigmal redhand and falrinth. i pretty much wandered around aimlessly in the temple and killed everything. i have to say the juggernaut was dissapointing, and that i desperatly wanted to fight a dragon but couldn't find one yet. but anyway just kill everybody who seems slightly powerful b/c no NPC is required to beat this game. hahaah! i say kill that lady in the tower w/ brian or whatever that idiot wizard is b/c destroying the orb makes nuggetmoy way too easy!

I just happen to be anal enough to have a list of what arcane scrolls you can get and where (that are all placed) prior to exploring the temple (other than Falrinth's area of the 3rd level):

Burne sells: blink, blur, charm person, chill touch, color spray, cone of cold, detect magic, dimension door, dispel magic, fear, feeblemind, fire shield, hold monster, grease, ice storm, identify, invisibility (greater), invisibility, mage armor, magic missile, melf's acid arrow, lesser globe of invulnerability, protection from arrows, ray of frost, read magic, remove curse, resist energy, see invisible, shield, shocking grasp, sleep, slow, teleport, true strike, and web

In the moathouse you will find: animate dead, cat's grace, charm animal, knock, protection from evil, ray of enfeeblement, and stinking cloud

In Nulb, Lodriss and Skole sell some that are already mentioned, plus fox's cunning and lightning bolt

And when you kill and loot Falrinth's area of the Temple, you'll be able to find some duplicates of the aforementioned plus burning hands, hold person, and mirror image.

any owl's wisdom, bull's strength etc... type spell scrolls to be found? or just random?
