Where'd the Weaponsmith go?

I found the horn of Valhala, and I have a diamond. I go to the weaponsmith's house, and he's not there! Is there anything else I have to do to get him to appear? Do I have to go during the night/day? I've stopped by everytime I go back to the Promenade, but he's never been there.

He's standing by day outside close to the adventurersmarket

At night he's in one of the 'indoor shops' near the position where he is during the day.

go to the first guy on the wooden thing (raised balcony or something) and talk to him during the day
