I can't find the secret library in the Hall of Justice in Vivec could someone please help me with directions??

if your looking for that book for caius you can get one in Jo'basha's rare book store in the foreign Quarter

Enter the Office of the Watch from the Hall of Justice in Vivec. The secret library is through the trap door in the floor.
