Another question, Bloodmoon

I have to deliver some paper within 5 hours to that guy from frostmoth, he isn't there so I had to walk up east and north following the coast until I met him and his guard.
Well I now found his guard and I have looked all around but I can't find the damn guy and not finding him has pretty intense effects. So I'd really like to find him.
When I ask the guard about him (I dunno his name something with a C
) he says: He's right there. So that is not much help.
Does anyone have any idea where he might have gone? (I have, since my last question, updated my bloodmoon to the newest version)
