they give courage to your party just like as if they were under the inlfuence of a paladin of 3rd level or higher
if u have a palaidn of 3rd level or higher, they r useless i think

The courage effedt comes into play when you get them, but after you have rested it ends and won't come back, so then the badges are useless.
Sell them for gold i say

My neutral party had a little misunderstanding in Hommlet that resulted in the unfortunate death of a villager. (Animal companions can be so vicious, even when you are trying to just subdue people with non-lethal attacks.) So the party acquired that Butcher of Hommlet reputation, even when half the group died and I added a paladin to the mix.
When my party got the badges, they also got their favorable reputation back, and that allowed us to resume friendly interactions with the people of Hommlet. I've noticed that wearing the badges (as opposed to just carrying them in inventory) will provoke friendly reactions from good npcs and violently hostile reactions from evil npcs.
