If an item,scroll, ring or amulet says "fortify blah blah" (blah being an attribute ) does that mean u cast it and it stays like that forever? because i know some say fortify blah blah for 20 seconds, and some say fortify blah blah. so can someone answer this tiny question for me? thanks

You cast it and the effect is in place for the specified time period. For it to remain that way forever the item needs to be enchanted at constant effect and be equipped.
