First of all, what is member rating? Secondly, why is it there, and thirdly, how do I get it?

Member rating?
If you means the stars under names - it is other memebers that have(n't) rated you by clicking on the link: "Rate Member".
You can turn of the displaying of stars by slecting it in your profile.
