Your own face in Morrowind. Where?

At the Morrowind Summit page they have a link that you can use your own face in the game.
But the link doesn't work.
Anybody who knows where to get this?

Well, I believe it's not a mod, but somebody making a mod? I'm not sure, but I think so.
