The only quests that "time-out" are the one that mentions a timeframe. (check your journal if in doubt) and without spoiling to much - neither Nalia or Windspear(sp?) Hills have a time limit

But the icon of the place is not highlighted nor clickable when i move the cursor over it.

Nalia wants you to fight off some intruders at the De Arnise-Hold. If you want to travel to Windspear Hills, you gotta go to the De Arnise-Hold first. You can proceed WITHOUT completing Nalia's quest, though.

You need to start at the city gates before you can travel to a new area on the map.
