Whats the deal with Moon Sugar anyways? Is it like the crack of Morrowind? or.. I dont know, lets just get this all cleared up shall we?

But is there anything bad about moonsugar or skooma, like are their negative affects to using them (beyond the normal negative stuff you see listed among their properties), or is it just some stupid drug law?
I make potions with moon sugar all the time. I mostly sell them cuz I don't use Fortify Speed much.

I ain't been playing the game long, but I haven't encountered any negatives to moon sugar other than some merchants make you set it down on the floor before they will trade with you. Never been arrested for possession; never been denied college financial aid for having used it.
It's properties are Fortify Speed, Dispel, Drain Endurance, Drain Luck. You can make Fortify Speed potions with it that don't have the negative side effects. Mix it with Bugler's Bane or Pearl for a Dispel potion, but with Bungler's Bane a Drain Endurance effect kicks in (not much with a good alembic). If you add grave dust and scales it'll more than make up for the drainage.

I suspect at some moon sugar had its own subplot, but it got left out of the final game release.

No, no addiction to it. There was some sort of addicting drug in Ultima VII, and several in Fallout, but that's it.

There is a mod for Moon Sugar addiction that gives you chance to be addicted to Skooma every time you take it. After that you need to take it daily, or suffer the reduction of stats as you go "cold turkey". Search for SkoomaAddiction2.0
