I suppose you used SK and saw it there, but in BGII it's not an item you can find..

I took myself the liberty of searching for it on many sites, but no sites showed that it was there... So if you want to have it you have to use SK...

Apart from SK/CLUA, you can always install the tactics MOD Dock area bonus lich, who coughs it up when slain. Viconia + cloak = queen of resists
