Does this sound glitchy to you?

I have Morrowind on PC and XBox and have noticed a few things that seem weird on my PC version. Just wanted to see if you guys think there's something glitchy going on.
1. The main thing that makes me think there's a glitch is no one from the Balmora Thieves Guild would tell me anything about who the "bad people" were!
I thought maybe the problem was I had started but not ended the Ald-ruhn Thieves Guild Quest involving the Ald-ruhn mages guild, but I finally finished it and that wasn't it. I'd still only get this "I don't know who you're talking about." Well, from my XBox game I knew who to get because everyone in the Thieves Guild was happy to tell me who the "bad people" were the first time I asked.
Finally, and it had been a couple weeks of RL waiting fruitlessly for them to come clean, I just went ahead and attacked the "bad people". The quest concluded OK and I got my rewards (even though I had absolutely no in-game evidence to go on) and since then Aegenoth (as with 'most all proper and place name spellings -- sp?) in Ald-ruhn told me all about the "bad people". I haven't asked Thieves Guildmembers in Balmora to see if they'll talk now, nor have I returned to the scene of the crime to see if things are how I left them.
2. All anyone could talk about in Ebonheart when I first got their was the Lord's Mail being stolen from the commission. Well, I was walking along the coast you-may-know-where and saw this door in a strange place and eventually emerged with the Lord's Mail. So I take it back to Ebonheart, tail wagging, expecting a treat, but NO ONE SEEMS THE LEAST BIT INTERESTED! There doesn't even seem to be an option to tell them I have the thing, but they'll go on and on about it being missing.
I read in here recovering the Lord's Mail is a Legion quest and I'm not in the Legion. Maybe that's why no one's reacting to my possession of it. Maybe it's an oversight in the writing (not that I'm complaining; there's bound to be a few of those in a game this sprawling) rather than a glitch in my copy a the software?
That's all the evidence I got: One case in which some dialogue I know should've been there wasn't showing up. One case in which some dialogue options that SEEM LIKE they should be there weren't available. Any ideas?
