Hidden message in asylum

I don't know if it's common knowledge (it's certainly useless knowledge), but if anybody has spoken to Wanev twice in the asylum, you get an "indecipherable" message from him. As it turns out, it's encrypted using a simple +4 shift cipher, and it's quite easily deciphered. It still doesn't make much sense, though. Here it is:
"My pantaloons are full of weasels. Inform the queen, so that she might shoo them away. Here we go 'round the mulberry bush. Go monkey GO!"
If you really feel like verifying, just take this message, for each letter go 4 farther down (ie M becomes Q, E becomes I, Y becomes C, etc.). You'll get the text he hands you.
He may be insane, but he must also be brilliant if he can encrypt it at normal writing speed.
