I've completed the series of quests up to the one dealing with the Priest of Tempus. It's been two game weeks and the next quest has not occured, do I need to have Nalia in my party in order to do this? Because the next quest deals with Roenall coming to try and talk me into giving up the land. Nalia hasn't gone to the funeral nor has she been arrested by him yet, so could this be what's blocking the quest?

The two things are complete separate, as far as I know anyway. Nalia would be asked to go to the funeral one week after freeing the Keep, only if she is in the party at that time.
If I remember correctly, the quest after the Priest one takes a bit longer than the others, wait for a few more days and see what happens. As long as you're still in chapter 2, 3 or 6, a messenger should come telling you to go back to the Keep.
